I don't recognize the boots... are those rubber? Leggings?

Yes, the sling arrangement was pretty typical. Strap/leather tied around the barrel at the gas cylinder .. :)

The boots appear to be stateside leather boots with bloused trousers. Also appears he is wearing a rain suit under his flak jacket. Not certain what he is wearing that extends to his knees. The absence of a pack would indicate he is on a short range patrol and will return to a patrol base. That must be a secure area despite the punji sticks.

I was issued one of the same type of flak jacket...in 1985.

They were designed to provide fragmentation protection, not protection against small arms fire.
