I would use a modern scope (Leupold) if I was going to use it as a current battle rifle. 40 - 50 year old optic's are not what I would use as a first choice on a current build. No warranty, high cost to repair, poor light gathering, no mil-dot reticle, are reasons not to use.
With all of the being said, I have shot with them (Art II and Art-Tel on rifles, and at 300 meters are accurate enough. The Nimrod is better at keeping "zero".
I'd get one to shoot with mostly for collectors/history sake. I have had some WWII German sniper rifles built up for me over the years. Same thing, not cutting edge, but super fun to shoot with and you can hit plenty close to that bulls eye.
I'm gonna say the commercial one doesn't have the build in M14 base, but utilizes the same thumb screw cradle as the ART/MPC and current production chicom Leatherwood "ART" scopes.
Don't forget the ART/MPC. Just picked one up, and then had the mount dilemma. I actually did find an AUTHENTIC APT/MPC Leatherwood QD mount for it. Apparently, Leatherwood made one dedicated to the MPC.
The threaded clip guides made by Springfield Armory Inc are not compatible with the Leatherwood ART II scope.
Leatherwood made one, and you can buy them from Iron Sights Inc., but they are not necessarily going to work with your rifle. There are too many differences in the commercial M14-type receivers.
Do a search here for my username and the key word "leatherwood" and you will find I have posted everything I know about fitting and mounting these scopes here on this forum.
