You sir, win the prize. You are correct on both accounts. The non-reciprocating charging handle rides forward of the boss immobile until you need to charge the weapon. At the point, the operators left hand is most natural to do so. When pulled back, the handle interacts with the boss on the op rod with opposing angles pulling the two together to avoid any slipping possibilities when activated. You'll notice a much more generous radius on the exterior of the op rod where the handle used to be. That allows for the pocket are to ride snugly in the chassis preventing binding in the action or impact with the operator. It's a very compact rifle with a lot of bang.
