I' m looking to buy my first M1A and want to get a 18". I'm not into the SA scout handguard. would I be better to get a std and put a 18" barrel, or pay the extra and get scout and change the handguard, or would it be an even trade off?

I believe you can take the mount off and replace with a standard hand guard. Not 100% as I own a standard 22. Buying a 22 and replacing barrel sounds expensive just for looks. You can buy an lrb scout and you'll be happy, I bet.

I like the LRB guns, just not ready to drop $2500 yet.

You can take off the mount and install a standard handguard. The Scout mount is pretty handy for red dot optics, I'd give it a try with one first. It would be much cheaper than getting a Standard 22" model and replacing the barrel.
