They are right. The bill is being passed in order to stop Chicago and the collar cities (Read: OAK PARK) from getting gun stores and gun ranges.

So to carve out for RRA and SAI is a no brainer for the local pols in their effort to keep this under the radar.

Again... no Republican voted for this and a couple Democrats voted No and both Republicans and Dems voted 'other'.

Rauner will veto this. The only issue is that the Dems may have enough votes to override his veto.

To the point that SAI and RRA created this lobbyist company... that may be, however... that doesn't mean that they are going to micromanage it.

I blame the lobbyist for being a dip_hit. But that's just me.

I'm watching it and waiting to see what happens next. This could easily die in the house too.

You keep talking about only Chicago, I get it that's where you live. This is a state wide law, unlike Skokie et al, that only had local ordinances. It will be a state board that decides who gets a license or not. This will effect my family in Madison County as much as it will those in Cook County. Problem is that most of the people living in C(r)ook County actually support laws like this.

Hopefully the Governor does veto it but it is 50/50 whether his veto gets overridden.

Follow the money, SAI and RRA knew exactly what they were doing.

Sorry, let me clarify...

Yes, while this will impact the entire state, the purpose of the bill is to keep gun stores and gun ranges out of Chicago and some of the collar cities.

The author of the bill represents Oak Park. Its one of the closest burbs to Chicago. Its the timing of this bill that is also important. Chicago lost their bid to keep gun stores out of Chicago with their current restriction plan. Essentially 95% of the city would have been mandated as 'gun free' because the permitting rules wouldn't allow them to build. With that decision, they now want to make a licensing board which could shut down existing stores, but more importantly its to keep stores and ranges out of the City.

Suppose they have enough votes to override Rauner... its an automatic lawsuit waiting to happen and the first chance of overturning the bill would be at the Illinois Supreme Court and then it could go to the US Supreme Court.

If one assumes that's the Bill's true intent, then to make it more difficult to prove that the purpose of the board was to limit new stores or to force existing ones out of business, then they would allow stores already in existence to continue, and would approve new stores / ranges in cities away from Chicago. This way they can limit stores in Chicago or delay them. In order to prove your point, you would have to wait for the law to make an impact before you can show intent and damages.

For the past several years, the city and state have been fighting a losing legal battle knowing that its just a delaying game.

There's a California CCW case involving certain counties and the may issue permitting process... it looks like it will be heading to SCOTUS. If it goes there, it would make things interesting on this bill too. (A restriction (permitting process) which may sound reasonable, actually is meant to deny a group their legal 2A rights. If that goes to SCOTUS and the gun owners prevail, it would hopefully make it easier to fast track this one to the bin.

That would be nice, however it would mean I would have to move from Chicago in order to get some sanity and then have a long commute in to the city for work.

Look on the bright side.
You don't have to drive way out of the city / county in order to avoid the bullet tax.
