Stalin was not really the one who banned firearms in CCCP. It was Khruschev.
And the real military MNs and Maxims were confiscated during the V. Lenin's time in the office.

During Stalin's reign many officials were allowed to carry handguns, hunting rifles and shotguns were sold freely and young kids could own 22 rifles for target practice. That changed drastically in 1954.
