I haven't had to buy any for many years so I can't help you there. I can say that I've bought several that were rough looking. As long as nothing is bent or severely pitted, they can be cleaned up and refinished (or painted) and be fine. May have to get new springs.
I would put them in my blasting cabinet, finish them in gunkote, then bake them in a cheap toaster oven. They would come out looking just like new and function flawlessly. I have one that I just spray pained with cheap black spray paint. Won't win any beauty prizes but works just fine.
