Most of the time you don't need to weld it up again and drill.
I have moved them and then just redrilled the existing hole and they have held fine.
Hell, I guess the saigas that are coming in aren't even pinned. Their barrels parts are dimpled onto the barrel.
Be prepared to give some elbow grease into that rear sight block. They can be on there pretty tight. Make sure the sight leaf isn't the one thats canted instead of the rear sight block
