manu45, it appears to be a Remington 700 action, in a McMillan A5 Adjustable stock. Not knowing the origin of the photo, and whether actual military service related, I cannot offer any more information. Cannot make out scopes mount or rings, but more than likely a Picatinny based unit with a one piece base.

Redick rings and bases.

B&L 10x Tactical,
Earl (RIP) used both the B&L and Leupold Ultras on the rifles. The B&L were problematic with adjustments due to brass detents in turrets would wear prematurely. Hence the change over to early Leupolds and later Mark 4

That is a Navy M91A2 sniper rifle with B&L scope. (Note: That's clearly a long action rifle, presumably in 300 Winchester Magnum). The Navy used the 10x B&L on their M25 sniper rifles during the 1990s, and some were apparently mounted in the M19A2, as seen on the rifle in the picture. The rifle was used by Navy Seal snipers.

M91A2 Sniper Rifle

The RAD M91A2 sniper rifle, manufactured by Redick Arms Development (RAD) to meet the US Navy's requirement for a long range bolt action sniper rifle for Naval Special Warfare units. It is used by regular SEAL teams and by DEVGRU (SEAL Team Six)

Like the Army's M24 SWS the M91A2 is based around the Remington model 700 (long action). The M91 was manufactured in 2 variants:

M91 - a less common version in the teams, chambered in 7.62mmx51mm
M91A2 - chambered in .300 Winchester Magnum (Win Mag)

M91A2 Features

The M91A2 has the following features:

match-grade 416R Stainless-steel cut-rifled barrel with a recessed crown
remington trigger with 3 lb pull
6 grooves, cut-rifled, 1 twist in 10 rifling
stock in black, kevlar and fiberglass
optional folding Harris Bi-pod
typically fitted with Bausch & Lomb or Leupold 10x scopes
the M91A2 has a 0.5 Minute Of Angle (MOA) accuracy

M92A2 Specifications

weight: 14 lbs
length: 43 inches
barrel length: 24 inches
action : bolt-action
muzzle velocity : 2,550 feet per second
range : 1,000 meters
caliber : 7.62mmx51mm NATO (M91)
.300 Win Mag (M91A2)
magazine : 4-round internal magazine
...the stock appears to be a McMilian stock like those on USMC M40A3s. I hope that info helps.

The Bushnell 10x40 Elite 3200 looks close, I have one on a Savage 110 and it has been a nice scope.

I had a B&L 10X Tactical, great scope. Here's a review on the B&L scope and some comparisons to the Bushnell Tactical Elite which looks very similar.
