Any significantly large public event in the US will have police sharpshooters. This predates 9/11/01. I worked New Years Eve in Times Square at the millennium. Every rooftop in Times Square had a sharpshooter.

The article plainly states that the photos were taken before the public arrived, and that observation was done through binoculars, not rifle scopes, during the event.
