Proper method for tightening receiver screws ?

What is the proper method or technique when tightening the receiver to the stock. Is it different for military vs hunting rifles ? Different for bedded and non bedded ?
I was told to crank them as hard as you could on all military rifles. I cant imagine that is true.
Have been told some conflicting information.

If the receiver screws are not very tight on many military bolt action rifles, you take a chance of splitting the stock during recoil. Tightness should be checked often, as stocks will expand and contrack with humidity. I use the proper size hollow ground driver for all my guns. I would not suggest you tighten screws as hard as you can, that would be relative and some guys would break the things. As snug as you feel comfortable would probably be a good description of tightness. I haven't ever heard of an exact troque. Drivers reside on the work bench and a spare set in my range bag. Care should always be taken not to grrrrrrr up the screws.

I always teach 65 inch pounds for bolt action screws. Snug up all of them and then start at the recoil lug bringing them to final torque and work your way back.
