"Screwed over" is a pretty broad complaint. What are they doing to him? Not giving him leeway regarding training time vs. being with his wife when she has treatment? If his chain of command won't allow him to SUTA (drill at different times than his unit) he can go higher. But if, as you say, there's a bias, all that will do is piss everyone off even more. He can go the IG or legislative route OR, and this is a "nuclear option", he can request to be reassigned to the Inactive Ready Reserve (IRR). He can, if he wants to, get reassigned to the active reserve component again later down the road.
Most often the Unit Administrator or Admin. Officer (full timers) can "influence" the decision to allow a SUTA or split drill status.
